EU declaration of conformity 符合性声明

An EU declaration of conformity (DoC) is a mandatorydocument that you as a manufacturer or your authorised representative need tosign to declare that your products comply with the EU requirements. By signingthe DoC you take full responsibility for yourproduct's compliance with the applicable EU law.

欧盟符合性声明 （DoC） 是您作为制造商或授权代表需要签署的强制性文档，目的在于声明您的产品符合欧盟要求。通过签署 DoC，您要对产品遵守适用的欧盟法律承担全部责任。

Manufacturers 制造商

A manufacturer is an individual or legal person who makes a product (or has a product designed or made) and then places it on the market under its own name or trade mark.

As a manufacturer, your obligations are the same whether you are based inside or outside the EU. From the design stage onward, you must be aware of the rules and standards that apply to your product. You must:

制造商是指创造产品（设计或制造产品），并以自己的名称或商标将产品投放市场的个人或法人。

Authorised representatives 授权代表

Manufacturers, whether they are based inside or outside the EU, may appoint an authorised representative in the EU to carry out certain tasks on their behalf, including cooperating with the national market‑surveillance authority and providing them with the documentation required to demonstrate a product's conformity (examples: the EU declaration of conformity and technical documentation).

制造商无论在欧盟内部还是欧盟之外，都可指定一名欧盟授权代表，代表其执行某些任务，包括与国家市场监督机构合作，并向他们提供证明产品符合性所需的文件（例如：欧盟合规声明和技术文件）。

Importers 进口商

An importer is an individual or legal person established in the EU who places a product from a non‑EU country on the EU market. As an importer, you must ensure that the manufacturer has fulfilled its obligations regarding the products that you import.

进口商是欧盟境内的个人或法人，将来自非欧盟国家的产品投放到欧盟市场。作为进口商，您必须确保制造商已经履行了与您进口产品有关的义务。

如何制定产品的符合性声明

As amanufacturer, it is your responsibility to draw up the EU declaration of conformity(DoC). It should contain thefollowing information:

For imported products, the importer must ensure that the product is accompanied by the DoC and must keep a copy of it for 10 years after the product has been placed on the market.

作为制造商，您有责任制定欧盟符合性声明（DoC）。对于进口产品，进口商必须确保该产品随附DoC，并且必须在产品投放市场后将其副本保存10年。

所以，产品合规为先决条件，签署DoC文件的责任人依次为：制造商>经销商/进口商>欧盟授权代表。

或者在产品上贴自己公司名称/商标的经销商（亚马逊卖家属于这种情况）

oder, falls die beiden vorgenannten ihre Pflichten nicht erfüllen ... 

der Importeur oder der Inverkehrbringer : „de facto Hersteller“. Alle diese Ausprägungen werden vereinfachend als „Hersteller“ subsumiert.

如果上述两个都没有，那么进口商或者将产品引入欧盟的将被认定为“制造商”。
